Construction to continue through summer at corner of Front Street and Third Avenue

Construction in the Front Street and Third Avenue area is slated to continue through the summer with substantial performance for the project dated September 30th.
Municipal Manager of Infrastructure & Public Works, Aaron Gullins shared, “The contractor is a week ahead of their revised tentative schedule, stating they will demobilize before September 26th, 2024. Paving is scheduled for July 3rd, 2024, and will be performed by Miller Paving. They will undertake the asphalt paving at the Heritage Railway Station parking lot and Front St, between Third and Fourth Avenue.”
The original substantial performance date for the project was dated for late 2023.
Gullins informed, “Due to the late start in construction season (mid July) and longer procurement lead time for supply and delivery of critical project materials, the project was extended 305 days to the revised substantial performance. The contractor was granted an extension to the substantial performance, provided they undertook the maintenance during the off-season. Also, it should be noted that the construction industry realized longer procurement lead times throughout Canada, which was a symptom of the economic shutdown and inflationary startup of the market.”
The project, the Municipality explained, can be divided into three sections:
• Front Street West, which is delineated between Third and Fourth Avenue;
• Front Street East, which is between Second and Third Avenue; and
• Third Avenue, between Front and King Streets.
Gullins provided the following update on each of the project’s sections:
• Front Street West is nearly complete, with all the underground utilities, concrete surface, and concrete landscaping work completed. Miller Paving is scheduled to perform the asphalt surfacing on July 3rd, at which point traffic control will be removed, and full public access will be appreciated.
• Third Ave is also nearly completed. The General Contractor has completed the underground utilities and is completing the preparation for concrete surfacing work to commence. The concrete finishing subcontractor is scheduled to commence work on June 17th, with the concrete paver landscaping to follow. If ready, Miller Paving will potentially asphalt surface this section.
• Front Street East remains untouched. The General Contractor has already constructed temporary water for the inhabitants along Front Street affected by the temporary water shutoff. The General Contractor is preparing to install the sanitary bypass for the sanitary lines replacement, which will commence once Third Avenue is fully prepped for concrete surfacing.
The total project cost comes in at $3,832,166. The Municipality received a funding contribution for the project in the amount of $1,298,565. The Municipal Contribution for the project is $2,533,601.
